Cimmura offers a variety of targets for levels 16-35. Early levels can kill the thugs and the goblins to the north of the city. Starting at level 25 or so the red guards (the ones with the titles) are good to kill. After them then try sef, the stud, the short red dudes, and the captain.

theres a couple of quests there and nice equip if u follow the light. Sharp weapons are hidden in those quests. Search for masters and save a ghost.
