This skill relies on a ranger's knowledge of land. Once a ranger has walked through an area, they learn the terrain of the land.
Therefore, next time they encounter this land, they will walk across it in conficence. This results in a ranger only using 1mvs when they walk through this terrain again. They have learned all of the "ins and outs" of the terrain, and thus can pass across it with ease.
Terrain map should be a toggle skill, and while mapping ("learning") an area, they will move much slower than usual, as they stop to examine the intricacies of the room.
While not a bad idea, I think it would be too intensive on the game since either every room visited would have to be saved on the player, or ever room visited would have to save the player. That would add up with a lot of rooms mapped.
Perhaps this skill could be altered so as to not be as intensive then. Perhaps once the skill is learned (and perfected) the ranger will then walk with conficence through forests and other natural areas without having to "map" the zone first.
